Thej^ wanted something more, and thoughthe Japanese authorities had been preparing for a change in their administra-tive sjstem to conform with this altered state of affairs they made mistakein not effecting it early enough. At any rate, the lesson was taken in thebest part, and reforms were speedily introduced into the administrative systemof Korea. The chief points of the reforms are :. 45- Mr. I.
