It was held that thiswould be a change of the Constitution, and themeasure was lost for the lack of the necessarytwo-thirds majority. This was not important how-ever. The laity are now fully recognized in theDistrict Conference, where they are four-fifths ofthe membership, and have equal representation inthe General Conference, the only law-making bodyOi. the church, and their rights are in nowise endan-. BISHOP R. G. WATERHOUSE gered under our present system. A very important measure was aaopted at theclosing session. Under our law great injustice isdone the preacher whose character is impeachedin the interim of Conference. The new law justpassed provides that when charges are made againsta preacher, and he is suspended from work, thatthe Bishop in charge shall appoint a Committeeof Trial and the matter shall be a, once investi-gated, and the findings of the committee shall befinal as under the old law, except of course theaccused shall have right of appeal, and a Court ofAppeals to be presided over by one of the Bishopsshall sit annually in Nashville to hear and pass onall appeals. This is a wise measure and its passagewill meet with general approval. The Conferencethen elected as members of this Court of Appeals,from preachers, viz.: J. M. Barcus, T. D. Ellis, H. , and S. G. Thompson; and laymen: Judge O. , of Kentucky, .ludge
