Regulation 12. Submission of Documents Section 1. Papers and documents required by the act or these regula-tions to be submitted to the Secretary may be delivered to the Chief ofthe Bureau of Public Roads or his authorized representatives and, fromthe date of such delivery, shall be deemed submitted.
