Never-theless, it is more than likely that Rumania is notexposed to an immediate offensive. The enemiestroops are not very numerous in comparison to thetroops of King Ferdinand. They are probably notin a condition to bring about a decisive stroke. TheRumanian Government appears, then, to have timeto appreciate the possibilities open to it. If it ismore reassured on the Russian side, it might certainlyhold, at least during some time, against the Bulgaro-Touranians. If it should be attacked a
