A PATH train leaves the 23rd Street station in midtown in New York on Friday, April 25, 2014. A report released by the Citizens Budget Commission recommends that the Port Authority of New York and New Jersey turn over operations of the money losing PATH system to New Jersey Transit. The rail system is the only transit system in the country not supported by taxpayer funds. It gets its operating expenses from its passengers and money the Port Authority earns from its control of the airports and shipping terminals. These finances are considered unsustainable. Originally the Hudson and Manhattan Railroad (Hudson Tubes), the Port Authority Trans-Hudson (PATH) serves Manhattan and points in NJ as far as Newark. Revenue service began in 1908. The Port Authority took over operation in 1962 in a real estate deal enabling them to build the World Trade Center over the Lower Manhattan loop around. (© Richard B. Levine)
