Several hundred street artists rally in the New York neighborhood of Chelsea in New York on Friday, April 23, 2010 prior to a public hearing on regulation of street vendors in New York parks. The artists, who have the right to sell their work under the First Amendment, believe that the rules proposed by the NYC Parks and Recreation Dept. under NY Mayor Mike Bloomberg would remove 80% of the artists from high traffic areas such as Union Square, Central Park and Battery Park.
