When talk on a question has become tiresome^move the Previous Question. After it is secondedand stated (page 33), take a standing vote. Iftwo-thirds stand (always have those opposed tostand too), the Previous Question is ordered. Itnow stands like a sentinel over whatever motionswere pending when it was called. It forces thesemotions to a vote at once and allows no furtherdebate or amendments till this is done. DRILL.
