Thereshould be a required daily report by the jailer on children under16 in his jail to the county superintendent of public welfare witha copy sent to the State Board of Public Welfare Monthly reportson city jails and town lock-ups are not made. Two boys placed in confinement by Federal au-thorities spent several days (over a two-weeks period) in threedifferent jails. Jail confinements are illegal unless the child is 14 years of ageand charged with the commission of a felony, the punishment forwhich may be more than 10 years in prison. The monthly jailreports indicate that the majority of the children are illegallyheld.
