He is a mostpersistent and patient worker, and invariablywins men and their support to measures more byquiet persuasion than by oratory. Yet he is agood public speaker—always terse and to thepoint. So far as attention to the needs of hisconstituency is concerned, he may be depended upon to be watchful, and the business interestswhich he may be called upon to assist will besure to have a most effective supporter. Thougha new member of the House, he has been assign-ed to important committees, including that onthe revision of the laws, which is a place soughtby leading lawyers in that body. 37. Hon. James Phelps of Essex, Middlesex county,Democratic Representative in Congress from theSecond District of Connecticut, was born in thetown of Colebrook, in Litchfield county, in theyear 1822. He is a lawyer by profession. Hewas educated in the common schools and at theEpiscopal Academy in Cheshire. He makes nopretension to those classical accomplishmentswhich are the valuable results of a long course ofuniversity training and culture. He claims noth-ing of blooded ancestry or pedigree, and nothingof popularity, or ability, or professional attain-ments and success, which are notcommon to allothers of similar advantages.
