Chronic venous disease. Close-up of eczema on the leg of a patient caused by chronic venous disease. Chronic venous disease is the appearance of eczema or ulceration caused by chronic venous insufficiency (CVI). CVI is where the veins are unable to return sufficient blood to the heat, causing itching, swelling, blood pooling and, in severe cases (as here), dermatitis and ulceration.
