'Herr Von Bethmann-Hollweg' , (1919). Portrait of Theobald von Bethmann Hollweg (1856-1921), German politician and statesman who served as German Chancellor of Germany from 1909 to 1917. 'The Chancellor of the German Empire, the author of the cynical phrase, "fighting for a scrap of paper", in referring to our solemn treaty obligation to support the independence and liberty of Belgium, to which Germany herself stood signatory.'
