In 1643, the four colonies of Plymouth, Massachusetts,Connecticut, and New Haven, agreed upon articles ofconfederation, whereby a congress was formed, consist-ing of two commissioners from each colony, who werechosen annually ; and, when met, were considered as therepresentatives of The United Colonies of New Eng-land.
