Con-sequently, in 1906, the Provincial Governmentcreated the Hydro-Electric Power Commission ofOntario to act on behalf of the Province asTrustee for municipalities, and in due course legis-lation was extended empowering the Commissionto proceed. When the Hydro-Electric Power Commissionbegan marketing power to meet the growing muni-cipal and industrial needs of south-western On-tario, the contract it made for the delivery of100,000 horsepower was referred to as an evi-dence of ill-advised procedure, but within fiveyears the whole 100,000 horsepower had beenmarketed.
