Andean Flaming (Phoenicoparrus andinus). Head and bill reaching over back being rubbed over preen gland on the tail, which exudes an oil used by the bird to work into the feathers and thus maintain and condition the plumage in the process of preening. The head is used rather like a mop and then passed over the plumage, and the oil worked into the feathers using the bill lamellae acting like a comb.
