The new controlleris located in the small turret under the car, and, it is claimed,has a circuit-breaking ])ower fifty times greater than that of Satterlec, assistant general manager of the i\lelro]jolitan StreetRailway Company, of Kansas City. The point he makes againstthe plan is that when a premium is offered for conductors andmotormen having no accidents it has a tendency to make themen fail to report small accidents which occur when they areon duty, as b}- so doing they would run the risk of forfeitingtheir premiums.
