The Indian tricolour (tiranga) flying high against a clear blue sky from the top of the Secretariat building's roof. The flag is a horizontal tricolour of saffron which represents courage and sacrifice, white which represents purity and truth and green which represents faith and fertility. In the centre, there is a navy blue wheel with twenty-four spokes, known as the Ashoka Chakra, the wheel of Law in the Sarnath Lion Capital.
