Notice has been given me by the Louisiana Purchase Ex-position Commission, in accordance with the provisions of section 9 of theact of Congress, approved March 3, 1901, entitled, An act to provide forcelebrating the one-hundredth anniAcrsary of the purchase of the LouisianaTerritory by the United States by holding an international exhibition ofarts, industries, manufactures and the products of the soil, mine, forestand sea, in the City of St. Louis, in the State of Missouri, that provisionhas been made for groTuids and buildings for the uses provided for in thesaid act of Congress: Now, therefore, I, William McKinley, President of the United States,,by virtue of the authority vested in me bj^ said act, do hereby declare and. And in the name of the Government and of the people of the UnitedStates, I do herebj- invite all the nations of the earth to take part in thecommemoration of the purchase of the Louisiana Territory, an event ofgreat interest to the United States and of abiding effect on their develop-ment, by appointing representatives and sending such exhibits to theLouisiana Purchase Exposition as will most fitly and fully illustrate theirresources, their industries, and their j)rogress in civilization.
