CARTAGENA, Colombia (Sept. 14, 2016) - Construction Electrician First Class David Bartley, assigned to Naval Mobile Construction Battalion133 (NMCB 133), measures and marks 2x2 lumber to create forms for pouring the slab foundation of a new latrine building.
