This unitwas badly overloaded and there was no reserve capac-ity available. In fact, the company had reached thepoint where it was forced to turn away new business. To alleviate this situation and place the power coston an economical basis a contract was negotiated withthe Union Gas & Electric Company of Cincinnati where-. by this company built a 13,200-volt, 60-cycle transmis-sion line to the railway companys substation at IndianHill, where power is delivered and metered to the power contract is based on a fixed maximum demandcharge with a sliding scale rate for actual energy con-sumed, so that the railway company has a chance tolower its rate by leveling off its load factor. As aninstance of how this may be done, the railway companyfound that by changing its freight-car schedule slightlyit was able to reduce the maximum demand chargeabout $100 per month. An eflort is now being made tosecure some pumping load to be handled at night, whichwill further reduce the cost per kilowatt-hour. As the power company has a 120,000-kw. turbine gen-erating station of modern design and is in a position tofurnish unlimited power, the railway company has laidout its distribution system so that it can be quicklyand economically extended to serve new customers.
