The Experimental Officer was also responsible, in those early days, for all those operations at the Plate Battery, which was the Terminal Ballistics Range, where all the projectile firings against armor plate were conducted. The foremen, of course, carried quite a lot of heft, and most all of these per diem people had to recognize that a foreman was boss. He had a lot of authority, and he was allowed a lot of latitude. There's the old saying, "If you're going to give a guy the responsibility for getting a job done, you've got to give him the authority that goes with ; He had the power to give and to take away, and if you didn't leave a certain amount of that with him, some of those char-.
