On April gth the Conference ended, and thebattle began. It had been proposed that the Bill, asdrafted, should be submitted by the various Parliamentsto the people. But the Parliaments were not agreeable :32 FROM COLONY TO COMMONWEALTH, to that. Some men opposed it because New SouthWales was going to lose everything. Some because itwas too soon to discuss federation, and some because itwas the wrong sort of a Bill altogether. When the newParliament assembled in Sydney in July, 1891, the?question of federation had to be set back, because theLabour Party had 30 members, and they liked not theBill. Because New South Wales paused, all LORD LAMINGTON, , GOVERNOR, QUEENSLAND. In October, 1891, Sir George Dibbs came into-power, but he Avas no friend to the Bill. EdmundBarton and R. E. OConnor were in the Ministry, andthey resigned in 1893, and federation was off. Buta new force had come into the arena. Public attentionhad been directed to the subject, and it was alive—verymuch alive. The banks failed, too, and evil days mademen think. The evil was greater because we were notfederated. An Australasian Federation League was FROM COLONY TO CO:\IMONWEALTH. 88 formed in Sydney, and the Democrats who wanted toform a RepubHc tried to squelch it, but the Leagueprospered exceedingly.
