Private businesses offer the work programs inside prison and pay the salary for the inmates. having a job while serving their sentence not only helps the inmates pass their time doing something positive, but will also prepare them a little bit for life outside prison once they have served their time. Anything that can get the recidivism rate down is positive in the US since the US recidivism rate is the highest in the world.
