The Outlook concludes that the question of railroad charges isnot to be settled offhand, but that since the present charges arepractically those of 1873, and no reduction has been made since1878, while the roads claim that general freight rates during thisperiod have been reduced more than 40 per cent., a like reductionin charges to the Government ought to be made.
