In Independence Hall, in the year 1787, theConstitution of the United States was made;and in this chapter it is our purpose to show howGeorge Washington and James Madison, twoVirginians, helped to make the Constitution. Early in the Revolutionary War the ContinentalCongress drew up a constitution for the UnitedStates, but that constitution, called the Articlesof Confederation, did not work very well. Itwas not strong enough. That is to say, it did notgive the United States government power did not make the Union strong enough. At 181 i82 A HISTORY OF VIRGINIA. INDEPENDENCE HALL, PHILADELPHIA WASHINGTON AND MADISON 183 different times during the war the defects of thecentral government were seen, and no sooner wasthe war ended than those defects seemed was great danger that the several stateswould break up the Union altogether by quarrel-ing among themselves. Already we have seen how Virginia and a fewother states helped to save the day — helped tosave the Union — by ceding their western landsto the general government. But something morewas demanded. A better agreement among thestates — a better constitution — was necessary. In January, 1786, Virginia took a step that ledto great results. Her legislature proposed aplan in accordance with which delegates from fivestates met together at Annapolis, Maryland, totalk over the questions that were making these delegates at Annapolis decided thatthey could not settle the questions, and they rec-ommended another meeting, a la
