SAGAMI WAN, Japan (Jan. 23, 2023) Seaman Kevin Constantino, from Philadelphia, Pennsylvania, and Boatswain’s Mate 2nd Class Anthony Rodriguez, from Tyrone, Pennsylvania, prepare for helicopter in-flight refueling (HIFR) aboard Arleigh Burke-class guided-missile destroyer USS Howard (DDG 83). Howard is assigned to Commander, Task Force (CTF) 71/Destroyer Squadron (DESRON) 15, the Navy’s largest forward-deployed DESRON and the 7th Fleet’s principal surface force.
