Field artillerj, although very useful andan absolute necessity in case of war, is also veiy expensive to as the War Department has expressed a desire that theNational Guard of the several states should maintain a quota of fieldartillery, and as the expense of maintaining trained animals for the suc-cessful use of the same is so great, it would appear that the solutionof the problem would be for the state to purchase artillery horses, thesame to be bought under the supervision of Regular Army officersdetailed for the purpose of inspecting the purchase, and thereafter thatthe United States government should pay the cost of maintaining suchhorses. In this way the government could more cheaply get together alarge artillery force, which is so desirable, at less cost than in anyother manner and the objection of the state to the extreme expensive-ness of this arm of the service would be obviated. The personnel of both officers and men in the field artillery organ-izations are enthusiastic, willing workers and intelligent men, who arerapidly approaching efficiency. Coast Artillery. The Coast Artillery Corps of the National Guard of California con-tains twelve companies, ten at San Francisco, all of which drill andshoot with the big guns at the coast defenses of San Francisco, andtwo companies at San Diego, which drill and shoot with the big gunsat Fort Rosecrans, near San Diego. These organizations have attaineda high standard of proficiency in target practice with the ten and twelve-inch guns at long ranges. JMany of the officers were infantry officersof considerable experience and service before entering the coast artillery.!Many of the officers have taken the government examinations and havequalified in the basic course and s
