The winter of 1916-17 was one of much suffer-ing in Russia. All the ordinary currents of life hadbeen interrupted by the war. The millions of bush-els of wheat, by the sale of which the people livedbefore the war, were denied a market. Food wasscarce in the cities because the distribution system,like everything else, had broken down.
