Juvenile Rockmover Wrasse, Novaculichthys taeniourus. The young fish bear little resemblance to their adult form. As juveniles they have interesting appendages and an eye catching swimming pattern which disappears as they reach adulthood. So different they are commonly referred to as Dragon Wrasse in the adolescent form. Indo Pacific, Red Sea and Hawaii.
