Thepublic schools are open to the children of the community re-gardless of whether their parents can afford to pay for theireducation or not. It is simply a fact that in Virginia, as wellas throughout the United States, the vast majority of chil-dren attend public rather than private LOUISA GRADED AND HIGH SCHOOL It is the duty of every family to see that the children aresent to school, even though they may sometimes be neededat home. Indeed, with some exceptions, the government abso-lutely requires that children of a certain age shall attend someschool, either public or private. Laws of this kind are, how-ever, very difficult to enforce. As a matter of fact, such lawsought not to be necessary. The duty of parents in this matteris so clear that the government ought not to be under obliga-tion to compel them to fulfill this duty. 48 GOVERNMENT AND POLITICS IN VIRGINIA THE IMPROVEMENT OF THE P UBLIC SCHOOLS. Thebuilding up of an adequate school system by the governmentis no small undertaking. Year by year the schools of Virginiaare being improved in many ways. It is the intention of thegovernment to place within easy reach of every child in thestate a well equipped graded school and to establish in eachcounty at least one high
