It has occurred to me since that the Russian diplomats atTeheran and Vienna displayed too much active interest inthe success of the ex-Shah for the representatives of a govern-ment which the British Foreign Office officially declared tohave been innocent of either knowledge of, or participation in,the violation of the Protocol of September, 1909. On August 15, in a long conversation, the Regent painted avery gloomy picture of the situation of Persia.
