Chester Alan Arthur (1830-1886). Illustration of the US attorney, politician and 21st President of the United States Chester Alan Arthur. Arthur served from 1881-1885 and is best known for his program of civil service reform and advocacy for the enforcement of the Pendleton Civil Service Reform Act. Prior to his political career he served as quartermaster general in the New York Militia during the American Civil War.
