If this were done they couldthen decline to attend the district courts held throughout the variouscounties, and there is no way of enforcing their attendance.

Thiswould create great disappointment in the Territory and to individuallitigants. 1 recommend that the right of the clerks to receive such a salaryfrom the Territory, for their own use, and also the right of the Terri-tory to pay it to them for Territorial, district, and county business, beestablished by law at an early date.
