The Shinwari sub-tribes later committed to working with security forces by signing an Anti-Taliban Shinwari Pact. The jirga, according to television and radio reports, sent a powerful and irrefutable message of tribal solidarity to the Taliban and those allowing corrupt governance. The pact also promised dire consequence to those found guilty of harboring the Taliban or cultivating poppy products. "I applaud you for [signing the agreement]," Simmons said. "We stand ready to fight to the end for peace and victory alongside you and our Afghan national security force brothers in arms."
