French General Ferdinand Foch (1851-1929) c. 1918. During the Great War of Nations (World War I ), Foch proved to be an excellent military strategist. In late 1918, he became the Commander-in-Chief of all Allied armies in Europe. By November 1918, as Marshal Foch, he accepted Germany's surrender and participated in the Treaty of Versailles on Nov. 11, 1918. But he wanted much tougher penalties on Germany than they ended up suffering. He said, "This is not peace. It is an armistice for twenty years." He was right.
