The treaty^as ratified 17 Feb. 1815, and proclaimed on thei8th, restored the status quo of territorial pos-sessions except some islands in PassamaquoddyBay — public or private property in the sur-rendered places not to be destroyed or removed,provided a commission to decide on the owner-ship of the islands above, the matter to be re-ferred to arbitration if they faile
