Aleksandr Rutskoi (Alexander Vladimirovich Rutskoy ) Talks with journalists outside of Lefortovo prison in Moscow, Russia, 1994. Major General Rutskoi Served as the Vice President under Russian President Boris Yeltsin from July 1991 to October 1993. Rutskoi was arrested in 1993 at the end of the two week revolt against the Yeltsin government. On 21 September of 1993 Yeltsin disbanded the Russian Parliament or Supreme Soviet and Rutskoi along with Supreme Soviet speaker Ruslan Khasbulatov lead lawmakers to barricade themselves inside the Russian White House on the Moscow River in the city center. Rutskoi and Khasbulatov encouraged gangs to attack the Moscow Mayor’s office, across the street from the White House and the Ostankino television center in northern Moscow. Rebel lawmakers that remained in the White House voted to impeach President Yeltsin and declared Rutskoi the acting Russian President. On the morning of 4 October 1993 Yeltsin ordered the Russian Army to open fire on the blockaded White House with heavy battle tanks and by the afternoon the rebel members of the Parliament along with Rutskoi and Khasbulatov were arrested, ending the worst violence in Moscow since the 1917 Bolshevik Revolution. According to the Russian Government 74 people died and 172 were injured during the conflict. Rutskoi was jailed in Lefortovo prison until February 1994 when he and others involved in the 1993 crisis were granted amnesty by the State Duma. Rutskoi became Governor of Kursk Oblast, million pop. Region bordering the Ukraine, from 1996 to 2000.
