The counter shows a radiation reading more than ten times higher than normal, four years after the 1986 accident at Chernobyl Nuclear Power Plant in the Ukraine, about 50 miles (80km) away. The first floor of the building had been declared radiation contaminated and evacuated, the boy and his family were living on the second floor. According to a report by the Belarussian State Committee for Hydrometeorology, Belarus the Northern neighbor of the Ukraine was subjected to the most intensive radioactive contamination fallout from the 1986 nuclear accident at the Chernobyl power plant in the northern Ukraine.
