Matthew Villella, 435th Air Expeditionary Wing and 435th Air Ground Operations Wing vice commander, place the POW/MIA Memorial Wreath on the Ramstein’s River Rats Memorial on Ramstein Air Base, Germany, Sept. 15, 2017.
