In March, 1862, herejoined his regiment, which was at FortSnelling, and was promoted to the rank ofmajor. The next month his regiment wasordered south. In October, Major Baxter,owing to sickness, was compelled to his health he again entered theservice, in November, 1861, as major of theFirst Minnesota Heavy Artillery. In Feb-ruary, 1865, he was promoted to the rank oflieutenant colonel of the regiment, and com-missioned colonel the same year.
