This reduc-tion of expenses to the normal students of William and Maryis made possible by the desire of the Commonwealth to developa body of men trained for and interested in its greatest respon-sibility—the education of its children. Hence the special con-ditions that make it possible for the college to offer courses ofa high grade of excellence at a minimum
