To the Legislature of the State of California • The subject of irrigation presented one of the two great questionsdelegated to the State Engineer for investigation at the commence-ment of his labors, in May, 1878, and I had the honor of reportingupon it at considerable length, in a paper submitted to the Legisla-ture, in January, 1880, wherein is contained a description of a largepart of the field of irrigation in California, and a discussion of thesubject generally. As explained in Part I of the present report, verymuch additional engineering data and valuable knowledge of thepractice and possibilities of irrigation in California, have beenacquired since the report in January was made ; but seeing that thenew work was commenced only six months ago—in July, 1880—under the appropriation for this fiscal year, it has not been possibleto complete and present the results in detail
