Hewas the first United States Senator fromConnecticut (1789-95), and drew up thebill for organizing the Judiciary Depart-ment. In 1796 he was made chief-justiceof the Supreme Court of the United States,and at the close of 1799 he was one of theenvoys to France. He died in Windsor, had pulled down, May 24, 1861.
