By the Federalcensus of 1890 it had 27,411 inhabitants,and its assessment then was $12,886, suburbs included, it is one of the mostpopulous cities of the State, and its tradeis certainly equal to that of any of theTexas centers. It is modern and pro-gressive in its business and social institu-tions and government; city-like in itsarchitecture and CITY GOVERNMENT AND INSTITUTIONS.
