The purpose of the Farmland Assessment Act is to assist in the preservation of Massachusett's farms. A cornerstone of the act was the establishment of the Farmland Valuation Advisory Commission, with the responsibility of annually determining a range of values prior to 1 January. This is the key to implementing the act. The actions of the Commission must encourage growers to come under the act if it is to carry out the voters' mandate to preserve agricultural land.
