Hewas a delegate to the convention which framed theVirginia state constitution, and a member of the com-mittee of public safety during the revolutionary was lieutenant-governor of the commonwealth atthe time, and not only used his own exertions andinfluence to forward the cause of the patriots, butdevoted to it large sums of money. He raised aregiment of militia in the county of Gloucester; andwas one of the first representatives in congress fromVirginia, and re-elected three times, serving from1789 to 1797. In 1800 he was a presidential elector,and in 1802 succeeded James Monroe as governor ofVirginia, holding the office for three years. At the end of that time he was appointed by President Jef-ferson U.
