Enumerators (census takers) are given a government ID card, a smartphone and a big briefcase with supplies to use when asking specific questions and recording the answers from individuals who did not complete and return a 2020 Census questionnaire mailed to their homes. The nationwide population survey has been taken every 10 years since 1790, as mandated by the United States Constitution. Temporary employees of the Census Bureau spend about 10 minutes at each home to get the information from people who failed to respond to the questionnaire via mail, computer or telephone.
