The Dominion had a parliament instead of acongress, and instead of a president a prime minister whomust be satisfactory to the majority in parhament. Only four of the provinces united in 1867. Four yearslater British Columbia, and shortly afterward Prince EdwardIsland, were admitted, much as the United States permitsnew states to enter the Union. Newfoundland
