In Part I (Volume I) the bills of water birds are measured by taking the chord of the culmen or ridge from the tip of the upper mandible, to the center of the frontal feathers of the forehead, ex- cept where otherwise stated in the text. In the succeeding parts (Volumes II and III) bills are measured for the most part by taking the chord of the culmen or ridge from the tip of the upper mandible to the point where front center of fore- head (skull) and base of bill meet, as shown above, regardless of the feathers, except where otherwise stated in the text. -WING.
