This was Alexander Ramsey,who was a practicing lawyer in , when he was appointed governor ofMinnesota Territory by President four days after his arrival in Min-nesota he issued a prorlamation declaringthe territory duly organized. The otherofficers were: C. K. Smith, of Ohio, sec-retary; A. Goodrich, of Tennessee, chiefjustice; D. Cooper, of Pennsylvania, andB. B. Meeker, of Kentucky, associate jus-. A HISTOIUCAL BUILDING. In those days the Mississippi riverwas the only route from the east and, asnow, the Mississippi was solidly frozen un-til well along in the spring. On April9th the first steamer of the season to forceits way through the ice, rounded the bendbelow St. Paul, and by repeated blasts ofits whistle announced the news that Min-nesota had come into being.
