The heavy local exactions fall most oppressively on thepoor, but to the wealthy they are simply annoying. While, therefore,the plan of a State reservation appeals to the taste and testhetic com-fort of the rich, it also promises relief to the pocket of the poorercitizen, wishing to enjoy his rights in our common inheritance. The maps accompanying this report show the plan of the propcityAvhich Mr. Olmsted and I i-ecommend to be taken by the State andreserved for public use. The iUustrations exhibit the present aspectsof the neighborhood of the Falls, and an ideal view of the AmericanFalls and Rai)ids as they will appear if the restoration is carried truthful in the general impression conveyed, such a view can-not, of course, be accurate in detail.
